NAGANO — Police turned over to prosecutors on Tuesday their case against a 15-year-old boy in Tokyo for allegedly distributing a computer virus on the Internet, the first time a new law concerning computer viruses has been used against a juvenile.The teen, in his third year of junior high school, has admitted to the charges, according to the police. He reportedly told them he wanted to harass other people after his own computer was infected with the virus.The boy is alleged to have posted the virus, which makes pictures of octopuses pop up on the screens of personal computers, on his blog last November and a male student in southwestern Japan inadvertently downloaded it in April.The police said they assume that some 400 people have downloaded the virus via the boy's blog, adding that it does not actually harm any of the functions of infected computers.The new law against distributing, making, intentionally obtaining or intentionally possessing a computer virus came into effect in July 2011. A person who creates and distributes a virus could face up to three years in prison or a fine of up to ¥500,000, while a person who intentionally obtains or possesses a virus could be imprisoned for up to two years or fined up to ¥300,000.
