Foreign Minister Koichiro Gemba says Japan will consider taking legal action at the International Court of Justice over disputed islands in the Sea of Japan. On Friday, South Korea's president made an unprecedented trip to the islets claimed by Japan and South Korea.Gemba discussed additional measures on Saturday with senior ministry officials following Lee Myung-bak's visit to the islets. Japan's ambassador to South Korea Masatoshi Muto was at the meeting. Muto was temporarily recalled soon after the president's visit as a protest.The meeting concluded that Japan will consider bringing the issue to the International Court of Justice.Japan maintains that the islets, called Takeshima in Japan and Dokdo in South Korea, are inherent Japanese territory.After the meeting, Gemba told reporters that the appeal may be filed in the not-too-distant future. But he did not give an exact date.Gemba also said Japan had refrained from such an action in consideration of overall bilateral relations, but that such consideration is no longer necessary. Gemba added that Japan needs to inform the international community of its claim.Legal procedures at the International Court of Justice do not start until both sides of the dispute agree to seek litigation.In 1954 and 1962, South Korea rejected Japan's proposal that the two countries refer the territorial issue to the international court.Gemba says South Korea should accept Japan's latest proposal as South Korea now calls itself a country that plays a global role.
