If you've ever ventured to Japan you may have encountered many signs in strategic locations like on the Shinkansen to be aware of lechers. These perverts will use any means necessary to take photographs and video of what's underneath the skirt. This lecherous act is of course illegal all around Japan but the laws have flaws and some say the punishments aren't harsh enough. Kyoto aims to change all that.Presently, the law states that hidden photography is not illegal for personal means but all cameras must indicate that it is either filming or taking pictures such as the red blinking light for videos and shutter sound for pictures. The loophole here is that it's still technically legal to take upskirt photographs but it's illegal to redistribute them. Kyoto plans to change this law at least locally by forbidding photography of the kind in designated places such as on the trains or in hospitals. These designated places are called "public place" but as one would assume, public place would be anywhere that occupies tax dollars, however this is not the case as even schools do not fall into that category.The fight against child pornography in Japan is mixed in the eyes of the law, but by definition it's legal to own but illegal to redistribute and/or sell. Child models are very popular which often fall prey to upskirt voyeurism and sold in magazines and websites. There is presently no law preventing this, nor are there any laws proposed to protect them from being photographed since schools do not fall under a "public place".Kyoto does however propose harsher punishments to illegal photography by having criminals subject up to 1-year in prison or 1,000,000Yen fine (previously 6-months in prison or a 500,000Yen fine) However to many, these punishments are too tame. According to Japantimes, up to 27 prefectures are considering similar bills. If you consider visiting Japan, it would be advisable to wear shorts under your skirt or dress.
