Japan has had a strict policy in requiring tour guides to obtain an interpreter license which is required by the JTA commissioner. Traditionally this license required the tour guide to take a test that was part written and oral. This exam tested the potential tour guide their skills in given language(s), Japanese geography, Japanese history, general knowledge of industry, economy, politics and culture and were tested for tour guide interpreter ability orally. Without a license, performing tour guide interpreters could be fined no greater than ¥500,000 (roughly $4,400USD).
On May 26, a new bill has been introduced and passed into law by majority votes to revise the travel agency law to no longer require certified interpreters however certified guide-interpreters will need to obtain regular training for quality service.
Further development and propositions seem to be underway as there are stipulation in the law which many introduce an area-specific licensing system for guide interpreters.
This bill is said to try and boost visitors to come to Japan.
